"Backpack Funding" Bill Passes NC House

The North Carolina House passed House Bill 823 Wednesday, that will expand the opportunity scholarship program to all K-12 students in North Carolina with grant amounts based on household income.

The method has been described as backpack funding, instead of funding schools directly, in that funding would go directly to students.

Under the bill, household income levels up to $55,000 a year could see a maximum scholarship amount of $7213.Families with income up to $111,000 would see scholarship amounts of $6492. Higher family incomes would result in lower scholarship amounts.

The bill passed by a 65-45 vote margin, with only one Democrat voting in favor.
